Ben – I dont really think or believe in set rules like that. Many foods work it comes down to what you digest well and seem to perform off of. If you remove oats for a long time (like myself) you are going to have a harder time digesting them, if you are used to them and have no issue with digestion I see no reason in why you cannot use them pre training.
